During his more than 10 years of legal practice Harijs has provided legal advice and representation to a number of significant clients, including:

  • The Latvian Ministry of Culture in the process of design and construction of the new Latvian National Library building (approx. construction costs 200 MEUR)
  • Renewable energy (biogas) production companies in the process of financing, designing, construction and operation of the combined heat and power plants (approx. construction costs 19 MEUR) in Latvia
  • Senior care provider Senior Baltic in the process of construction of a senior citizens residence (approx. construction costs 4 MEUR)
  • Parking services company EuroPark in regards to issues related to the use of real estate, and other issues in the field of parking services in Latvia
  • Waste management company CB in the Public Procurement Monitoring Bureau in relation to procurement procedures in the field of municipal waste management
  • Road construction and repair company STRABAG in the Public Procurement Monitoring Bureau in relation to procurement procedures in the field of construction of motorways and roads in Latvia
  • STRABAG in relation to claims brought against Latvijas valsts ceļi (Latvian State Roads) for performance of the procurement contract and payment for works completed (approx. contract value 19.5 MEUR)

Having worked in the private and public sectors Harijs has acquired significant practical experience in implementation of complex construction projects from the pre-construction stage up to completion of construction projects. Harijs has worked on the contractual provisions drawn up by the FIDIC (International Federation of Consulting Engineers) as well as contracts in accordance with public-private partnership principles. He has represented clients in projects funded by private investors

In 2009 Harijs graduated from the Faculty of Law of the University of Latvia with a Master of Laws degree (LL.M.)

Harijs has a good command of Latvian, English and Russian
