In the emergency situation declared in Estonia because of COVID-19, specific restrictions apply, backed up by possible criminal liability and other measures.
Some of these are temporary and applied only during the emergency situation, such as an obligation to remain home for 14 days for persons arriving from abroad. In addition, there are general requirements for control of commutable diseases, although at the moment it remains unclear if numerous COVID-19 related guidelines by the Estonian Health Board are of mandatory nature or just recommendations.
Breach of the above rules entails possible liability for misdemeanors, punishable by fines, as well as penalty payments of up to 2,000 EUR that secure due performance of administrative orders. If due to violations of the above rules coronavirus spreads, criminal liability is also possible.
