TRINITI advised the EU and the Ministry of Climate of Estonia on sustainable water services

Law Firm TRINITI is proud to have advised the European Commission and the Ministry of Climate of Estonia in a comprehensive 1.5-year consultancy project “Implementation of the Action Plan towards Sustainable Water Services”.

The project addresses the persistent challenges of Estonia’s water sector, including the fragmentation of water companies and regional inequalities in the affordability, quality, and access to water services. The consortium of Civitta, Keskkonnalahendused, PowerHouse and TRINITI advised the project main beneficiaries the Ministry of Climate and the Competition Authority in implementing the short-term action plan and developing a long-term strategy envisaged by OECD in its 2022 report Towards Sustainable Water Services in Estonia: Analyses and Action Plan.

TRINITI carried out legal analysis on regulatory framework and changes needed to implement the reform as well as drafted legal templates to facilitate mergers of water companies. In total, nine comprehensive reports were delivered, including foreign practice analysis and database, merger templates, proposal for incentives, benchmarking model and sustainable financial model. TRINITI’s team included attorneys-at-law Ain Kalme and Sandor Elias.

The project is expected to result in a more sustainable water sector financing model and more efficient and considerably more consolidated water companies, ensuring higher-quality and more equally priced water services across the country.
