The Republic of Estonia established a new company, Hexest Materials AS, whose task will be to establish a military explosives factory in Estonia in order to strengthen the local defense industry and increase our country’s defense capabilities. The founder appointed Tõnis Tamme, partner and attorney-at-law at Triniti Law Firm, to serve as the acting member of the company’s management board.
Hexest Materials AS is a 100% state-owned company, which plans to involve a strategic investor in the future – presumably a company already operating in the European explosives or ammunition industry.
The company has a three-member supervisory board. The chairman of the supervisory board is Henry Uljas, chairman of the management board of Bioforce Group OÜ, and the members are Merle Kurvits, chairman of the management board of AS Operail, and Indrek Sirp, special advisor for defense industry development, representing the Ministry of Defense. A public head-hunting has already been announced to find a permanent member of the management board for the company.
The Estonian government is planning to establish a factory for the production of the military explosive RDX as a strategic production capacity. The aim is to reduce the shortage of explosives in the European defense industry, grow Estonia’s defense defense capabilities, and revitalize the Estonian economy. The plan is to start production of explosives in 2028.
